I find that the road legend in City Navigator and Topo 100/24k maps is pretty accurate as to defining which roads are paved. And from Topos which ones are more primitive than others. But there are some dirt roads on the outskirts of cities that have been paved since my map came out. But these are rarely very interesting anyway.

The nearest thing I have found to a 'paved road' option is to use street view. At least in this part of the world (southern France) only the paved roads are covered by street view. Clicking on the gold figurine at the bottom right lights up the roads for which street view is available.
